After education, the <a href="http://www.ofm.wa.gov/budget12/highlights/1_ProposedBudgetExpenditures.pdf">second biggest slice of the state budget</a> goes to health care, totaling about a third of the general fund.</p><p>Some community clinics are taking the desperate step of marketing themselves to people with private insurance.
